A series activity under the First Senior Officials’ Meeting (SOM-1) and Related Meetings, Asia Pacific Economic Cooperation (APEC) 2017 was held in Nha Trang city, Viet Nam, 18th February – 3rd March 2017. The Meetings included Human Resource Development Working Group (HRDWG), Policy Partnership on Science, Technology and Innovation (PPSTI), Chemical Dialogue, Intellectual Property Right Experts Group, Business Mobility Group, Emergency Preparedness Working Group, and Expert Group on Illegal Logging and Associated Trade.

The Ministry of Research, Technology and Higher Education was represented by Secretary Board of Higher Education, Widijanto Nugroho in the HRDWG, Head of Division for Cooperation, Tri Sundari and Head of Sub Division for International Cooperation, Annisa Pranowo in the PPSTI Meeting.

PPSTI Meeting

PPSTI Meeting was held in Yasaka Hotel, Nha Trang city, in 18th-20th February 2017. It was the ninth Meeting since its transforming from Industrial Science and Technology Working Group (ISTWG) in 2012. PPSTI-9 was chaired by Lisa Brodey (United States), with Chen Linhao (People’s Republic of China) and Le Thi Viet Lam (Viet Nam) as Vice-Chairs, ABAC Principal Advisor Nicholas Brooke and Bernard Li from the Secretariat. Sixteen member economies (Australia, Canada, Chile, People’s Republic of China, Hong Kong-China, Indonesia, Republic of Korea, Malaysia, Mexico, Papua New Guinea, the Philippines, Russia, Chinese Taipei, Thailand, United States and Viet Nam), ABAC, and two guests (APRU and Macao, China) attended the meeting.

The PPSTI-9 Meeting brought two themes:  A) natural hazards science and B) policies that support strong STI ecosystems in the APEC region, especially ones that boost S&T entrepreneurship, communicate STI to the public, and support STI human resource development, including enhancing STI collaboration in APEC through common understanding of research integrity and enhancing participation of youth and women in STEM.

The first day of the Meeting was enriched by discussion on several topics on the PPSTI Work Plan; thought from ABAC Principal Advisor to further build the relationship between PPSTI, ABAC, and the private sector; presentation of new 16 proposals, presentation on the PPSTI Centers Cooperation Conference and three sub groups meeting. Indonesia proposed one activity to be incorporated in the Work Plan 2017. The activity is scheduled back-to-back with the commemoration of national technology awakening day, August 2017, in Makassar, South Sulawesi.

Second day of the Meeting commenced with the report from sub-group chairs and vice chairs, then followed by the announcement of the 2017 ASPIRE Award program with the topic of nanotechnology. The Chair also highlighted the proposal of organizing Innovation Policy Sharing Seminar in PPSTI10, projecting will be held in May 2016 in Hanoi. Some economies (China, Indonesia, United Stated, Australia and Malaysia) presented experiences and knowledge sharing on facilitate Science, Technology and Innovation communication with the public.

After a lunch break, the Meeting had multiple presentations on the topic of “Furthering Collaboration” which included presentations by HRDWG, Australia and Russia. The Association of Pacific Rim Universities (APRU) then shared an update on their programs and activities, which was followed by a presentation for feedback on creating a Ministry of Science by Chile. The Meeting eventually endorsed the work plan 2017 and the executive summary of the PPSTI9 Meeting. (ts-ap/kskp/2017)
